Just adding here that some or all of the hundreds of billions of dollars in Russian assets frozen as a result of its invasion of Ukraine should be utilised to fund Ukraine’s reconstruction.
I know that that will be a difficult legal process, but I think the West should launch that legal process now to bring speedy release of these funds.
